Springfield, Illinois is developing, implementing and institutionalizing a systemic process for training leaders and placing them in the schools best suited for their talents.  This includes recruiting more minority candidates and working with the unions to remove barriers to placing principals and teachers where they are needed most.  The district is placing special emphasis on training and supporting leaders for secondary schools, and also developing and implementing a plan for involving the community more fully with the schools to support their change agenda.
