This national survey by Public Agenda finds that superintendents and principals are confident that effective school leadership can produce improvements in student learning, but they also identify serious obstacles to their progress. The report analyzes the opinions of nearly 2,000 school leaders, the majority of whom believe that significant changes are needed to allow them to succeed, including providing more authority to remove unqualified teachers, matching funding to mandates and freeing leaders from bureaucratic entanglements.
