Texas is focusing on three education leadership areas: improving succession planning to address the significant turnover in the principalship, improving the quality of high school principals, and creating a pay for performance system to reward effective leadership. The high school leadership work will benefit from the $35 million the Bill & Melinda Gates Foundation has already invested through the Texas High School Project in helping the state rethink high schools. The state’s long-standing data system will assist in accelerating the development of a pay for performance system for education leaders.
