The fact that some districts are experiencing difficulty in attracting adequate pools of certified principal candidates is not the same as saying there is a shortage of candidates. There is, however, a dilemma: many credentialed candidates either are not seeking jobs in districts that most need them or are shunning leadership positions altogether. A more balanced set of policies is needed if all districts are to attract leaders with abilities that go above the minimums of certification. This is a Wallace Foundation Policy Brief based on three studies.
