Hilary Rhodes

Senior Research and Evaluation Officer


Hilary Rhodes, who started working at Wallace in 2012, helps lead efforts to fill knowledge gaps and assess the effectiveness of the foundation's initiatives in the area of learning and enrichment, focusing on expanded learning time and after-school systems building. Before joining the foundation, she was an associate in the economic and social policy division of Abt Associates, a public policy and consulting firm.

Rhodes' experience in applied research spans the for-profit and nonprofit sectors as well as an array of social and strategic issues. She began her career working in business research at the Corporate Executive Board, then moved into market research when she worked on new product development at Capital One Financial. After finishing her doctoral degree, Rhodes completed a post-doctoral program and became the senior analyst at the University of Pennsylvania's Center for High Impact Philanthropy, where she was responsible for identifying opportunities for individual philanthropists to improve the educational success of American children and teens. She then spent three years at Abt, working on education evaluation projects, most notably as project director of the national evaluation of NASA's Summer of Innovation project.

Rhodes holds a Ph.D. in policy analysis from the Pardee RAND Graduate School and an M.Sc. in gender relations from the London School of Economics and Political Science. She graduated summa cum laude with a B.S. in chemistry from Washington and Lee University.​
