New York City was able to reach more children with after-school programming, according to this final evaluation by Policy Studies Associates of the city’s ambitious initiative, begun in 2005, to improve the quality and availability of out-of-school time learning programs. But the report notes continued difficulties in providing hands-on, engaging experiences in these programs, especially those geared to teens.
