State Arts Agencies 1965-2003: Whose Interests to Serve?

This RAND report traces the history of state arts agencies, particularly as government budgets have tightened over time. Commissioned by The Wallace Foundation, the publication is the first of four reports taking a “big picture” look at the agencies, which are key public funders of the arts, as part of Wallace’s State Arts Partnerships for Cultural Participation (START) initiative.
