Twenty-three state legislatures passed 43 laws intended to boost the performance of school principals and superintendents during 2009, according to this annual look. The laws cover matters ranging from principal training programs to bonuses for master principals. Many states were spurred to action by the federal government’s $4.35 billion Race to the Top competition for improving education.
