The Wallace Foundation funded four school districts – Albuquerque, Houston, Pittsburgh and Santa Ana, California – to explore the possible scaling up of a district-university collaboration pioneered in the late 1970s by the Yale-New Haven Teachers’ Institute. The goal, as Policy Studies Associates reports, was a rigorous and sustainable professional development program for teachers in large urban districts.
